Peter and Brian came up with idea to make Lois and Jillian jealous of each others looks, leading to a competition. The plan started with Peter making Lois feel less attractive than Jillian, so she went and had some work done to improve her looks. After Lois's "enhancements," Brian, might i say, easily tricked Jillian to seek improvements as well to be better than Lois.
